HADLEY – Hadley’s annual town hall meeting on May 5 approved a plastic bag ban and more than $19 million for the fiscal year 2023 (FY23) omnibus budget.

The plastic bag ban was Article 19 and featured over 30 minutes of debate, the longest of any article. Board Clerk Jane Nevensmith introduced the bylaw, which prohibits retail and food establishments, non-profit or city food providers from transferring goods to consumers in plastic bags to single use thin film. Instead, checkout bags should be reusable, compostable, or recyclable.

“We can no longer ignore the long-term effects of overfilling our landfills, polluting our roads and the impact of waste on the planet,” Nevensmith said. “Plastic never really disintegrates but turns into small pellets that are found in all animals in the food chain, including humans. By passing this bylaw, Hadley will join 148 other Massachusetts communities that have already passed similar bylaws, including Amherst, Northampton, Easthampton and South Hadley. This regulation also prohibits the use of single-use plastic and polystyrene disposable containers for take-out meals. Straws are included in the ban. A recent survey of Route 9 in Hadley indicated that there are an average of 100,000 cars using this route per day. With Hadley having a population of 5,500, this ban is aimed primarily at non-residents passing through our town who eat here, shop here, and may or may not dispose of their plastics properly.

Most residents spoke out in favor of the ban, citing the impacts on wildlife and the litter strewn across the city. Others pointed to the energy it takes to make reusable bags and said they oppose the ban, even though residents are still allowed to use their own plastic bags from other cities, use plastic trash bags and bringing them to stores for use.

“In private conversations, I feel like I’m speaking on behalf of many people sitting here,” said first speaker Kirk Whately. “I oppose it with all vigor and vigour. Straws alone account for 0.03% of all plastics in landfills. Why don’t we make a choice? I go to Stop and Shop, I go to Big Y, I bring my own bags. I don’t want it shoved down my throat that I have to do something. I would like to be able to choose what I do.

The regulations state that retail establishments can sell recyclable or paper bags for up to $0.10 per bag. The regulations do not apply to plastic wrap, thin-film plastic bags used to hold dry cleaning or newspapers, packaging used for prescription drugs, or aluminum containers intended for catering or packaging of food intended to be served to more than one person.

The bylaw eventually passed with a majority and applause erupted before many residents left the meeting early.

Earlier in the meeting, the city unanimously approved the consent agenda items and the omnibus budget. Board member Amy Parsons said the notable increases were in benefits, including health, pension and life insurance. Education has seen a modest increase after being either reduced or funded by level in recent years. City staffing has also seen increases with overtime needed for parks and recreation and an additional firefighter.

The city has also passed several items for the Department of Public Works (DPW). They received $336,000 to paint the wells at Mount Warner and Mount Holyoke and purchase propane tanks. The DPW requested $400,000 for a new snowplow truck and sander, half of which came from the DPW Water Division. The moderator divided DPW’s individual requests into six sections to be voted on individually.

“The only problem I have with this is that it’s $200,000 out of the water supply,” said Bill Kelley, primary distribution manager for the Water Division of DPW. “We don’t use the truck, I think the water supplies should be used for something more important in the water. For example, the infrastructure on South Maple Street and Mill Valley Road. I don’t think the water supplies should be used for a DPW truck that the Water Department has very, very, very little use for.

The city passed this motion, but once again Kelley ruled before the next section, which was an additional $127,500 from the water division for half the cost of a payloader. Sharon Parsons joined him and asked why the city wasn’t focusing the money on improving water quality.

“First of all, I would like to thank the previous speaker for his consideration of the water quality we have on Mill Valley Road. No one should have to look at their tub water and see it brown. I see this regularly,” Parsons said. “Water is a very important function of life, and for me, having to deal with bad water in my home every day is unnecessary. It’s time for the water to be fixed on Mill Valley Road and South Maple Street.

This time residents were more convinced and the required two-thirds vote failed with 75 for and 53 against.

Board Chairman David Fill presented Jean Baxter with the W. Fred Oakley Award, an award established by the board to honor community members who exemplify the spirit of volunteerism and service to the city of Hadley.

“In Hadley, when you say ‘volunteer,’ Jean Baxter probably comes to mind,” Fill said. “Over the past few decades she has given selflessly of her time to the town of Hadley, serving as a scout leader, PTO chairwoman, church committee member and the ‘parade lady’ of our Memorial Day Parade as co-organizer and mastermind behind the parade since 2002. Melissa Rose is the baker behind Design Eat Repeat, and she’s always developing new recipes to share with her 320,000 followers on TikTok and Instagram.

But she also shares other valuable tips, like her tip for keeping bugs out of the dry ingredients in her pantry.

In one video, Rose sifted through a bag of flour and revealed the body of a small insect that had burrowed into it.

“Did you know there are these tiny insects that are attracted to flour and lay their eggs in the glue strip of the flour sack?” Rose shared.

She pointed to the glue strip that weevils love so much.

“That’s why you never want to leave your flour in an open bag and instead pour it into an airtight container,” Rose explained.

“This will keep the flour fresh and the weevils out.”

In a comment, Rose explained how the weevils made their way through the flour and warned viewers that the insects could be in the bag while it was still on store shelves.

“They like to hide in seals, but they’re usually already in flour when you buy,” Rose said.

“The container helps keep them out or in so they at least stay contained as they can also come from other products (rice, pasta, etc.) and then go into open flour sacks.”

In the comments, viewers shared additional tips for getting rid of bugs and recounted their own experiences with weevils.

“Freeze your flour for 24 hours after you bring it home from the store,” advised one reviewer. “Kill everything.”

For example, once I saved $5,000, I started a podcast. At $10,000 I started dating again and at $50,000 I will have sex again.

You don’t have to be extreme like me, but you can definitely choose things you’re passionate about to put in and challenge yourself. Reach $100,000 in savings, because if you fail and only save $50,000, that’s fine.

If you are giving birth vaginally, you will be able to eat right away and you may feel hungry. Hospital food doesn’t have the best reputation for taste or nutritional value, so packing your own snacks is always recommended.

During postpartum, it is very important to eat warm, nutritious foods. Even if you can’t fit soup or porridge in your hospital bag, you may be able to ask a friend or family member to deliver it to you.

Tens machine.

It is a very good form of non-drug pain relief.

Your own pillow.

It’s comfort and resting your head on your own pillow can help you relax and settle in, as it’s normal to feel anxious sometimes in an unfamiliar, hospitable environment.

Towel.

Often hospital towels are small and you deserve a big fluffy towel after birth.

Night light.

So important for overnight diaper changes and feedings and an absolute must-have once you get home.

Loose, comfortable and warm clothes.

Hospitals are often cold and staying warm after birth is an important part of recovery.

Tops/dresses.

So you can easily feed and socks to keep your feet warm

Belly belt or support pants.

Your core is quite weak after birth and supporting it can definitely help your recovery, whether you had a vaginal or caesarean birth.

Nursing bra, night bra or bralette.

Comfort is key and you’ll want something that stretches to fit your breasts when your milk comes in, even if you’re not planning on breastfeeding. If you are not planning to breastfeed, your midwife will advise you on removing your milk.

Bottles and formula if you give formula.

Two pairs of buttoned pajamas.

High waist underwear.

This can help, especially if you had a caesarean birth, as you don’t want the waistband of your underwear putting pressure on your wound. High-waisted underwear can also help support your belly and keep maternity pads in place.

Adult diapers and/or maternity pads (more than you think you need).

There are so many great options when it comes to period underwear, but it’s best not to go black for postpartum. It is very important to monitor your blood loss (as well as its color and consistency) in the days and weeks after birth and if you wear black underwear it will be more difficult to monitor it. Remember that you will bleed for up to six weeks after birth, so a supply of adult diapers and maternity pads are definitely recommended.

Choose a sleeping bag

While sleeping bags can come with an endless array of bells and whistles, arguably the most important feature to consider when choosing a bag is the temperature rating. This task, however, has a little more to do than just paying attention to the name of the bag.

How temperature ratings are determined: Sleeping bag temperature ratings are tested using an industry standard test to ensure ratings are consistent across brands and models. Most sleeping bag manufacturers send their sleeping bags to an independent test lab that uses the EN (European Standard) or ISO (International Organization for Standardization) test method to determine both the comfort limits and the bottoms of sleeping bags. After all the tests are completed, the bag is given two different ratings, the comfort rating and the lower limit rating.

  • Comfort temperature tested: The tested comfort rating indicates the temperature at which a hiker sleeping on the cold side would feel comfortable in the pack.
  • Lower limit tested: The lower limit is the temperature at which a warm sleeper will still feel comfortable in the bag. This number is almost always lower than the comfort rating.

It is important to note that men’s and women’s bags are rated differently. Since a woman’s body is naturally colder, sleeping bags designed for women will always use the comfort temperature rating in the product name. On the other hand, men tend to sleep warm and sleeping bags designed for men will always use the lower limit in the product name. Unisex sleeping bags can vary in how they are named, but in the case of the Parsec, the bag uses the men’s naming convention and is marketed below its lower limit.

Temperature ratings are estimates: Lab testing is designed to give as accurate an estimate as possible for the average user, but because each person’s body is different, their level of comfort in each bag will vary. During lab testing, the sleeping bag is laid on a sleeping pad and a test dummy is dressed in base layers inside the bag. Although this method ensures that all bags are tested in exactly the same way, it cannot be accurate for all usage situations (such as differences in sleeping pads, equipment, clothing, types of body, health, etc.). That being said, use sleeping bag temperature ratings as a tool to give you an accurate estimate of bag performance, but expect not to treat these numbers as gospel and that there are slight differences in the performance of a bag in the field.

Mad heat: Being a hiker who is literally always cold, I was excited – but not optimistic – to try this pack. I was sure all the features would be great and the quality would be amazing, but I had serious doubts that a sleeping bag would keep me comfortably warm during the winter months. I’m pleasantly surprised to report that I woke up after a 0 degree night (with negative wind chills) and slept warm all night. Full disclosure, I used a 15 degree sleeping bag liner in addition to the bag on this occasion, but nonetheless, I was blown away by how warm this bag was. There wasn’t a single night I used this bag that I woke up cold, and I’m thrilled with how comfortable it kept me throughout the testing period.

There are a few factors that help the bag keep you warm all night long, including 800 fill power down and a game-changing, heat-retaining draft color known as the Toe-asis™ Foot Warmer Pocket (which is an insulation pocket that helps warm cold feet inside the ergonomic foot box). Could it be the perfect bag? I’ve racked my brains trying to find a cunt out of this bag, and I haven’t found one yet. I’m seriously blown away by how warm and cozy it kept me, without making me feel confined or claustrophobic. One thing to note is that although I have used this bag on multiple trips totaling around nine freezing nights, the long term durability of the bag is yet to be determined. All signs point to it not being a problem, but I don’t have first-hand experience outside of my nights in the bag.

For those new to winter camping, it should be noted that while this bag may feel heavy compared to summer models, the 2lb 6oz weight is extremely light for a 0°F bag. winter bags also tend not to be as small, so don’t let those two features deter you from this killer sleeping bag.

Overall value

I can’t say enough good things about this bag. Between keeping my often cold self warm on some of my coldest trips of the year and the extra touches and features that have been added to the bag’s design, I’m blown away by how practical it is for adventurers by cold weather. The bag really opens a lot of doors in keeping hikers warm throughout the night, which translates to a better night’s sleep and more miles the next day. I’m already planning cold weather trips for next winter, and you bet this bag is the first thing I marked on my packing list. While a price tag of $529 is no small buy, the bag is quite affordable compared to similar models featured below. If you’re planning on doing frequent winter travel – be it hiking, car camping, or anything in between – this bag is definitely worth the investment and will pay for itself in how much you can enjoy each experience in. staying warm and well rested.

Inspired by class spaghetti westerns, the drama series That dirty black bag (available to stream on AMC+) is a brutal story about the clash between Arthur McCoy (Dominique Cooper) a sheriff who is not who he claims to be, and Red Bill (Douglas Booth), a bounty hunter known for keeping the decapitated heads of his victims in the bag he carries with him. In a city where the line between good guys and bad guys is not so well defined and where threats are ever-present, survival and revenge can get very dangerous and very violent.

During this one-on-one interview with Collider, Booth talked about the experience of spending time hanging upside down in the first episode, what makes Westerns so appealing, why the evolution of this character l wowed, the fun of working with co-star Cooper, the brutality of the old west, and her reaction to reading the script for the season finale.

Collider: I’m very curious what the experience was like, being chained up and tortured by Aidan Gillen. Was it a crazy experience to live?

DOUGLAS BOOTH: It was wild and it was the first thing I shot, which was intense. It started with the very practical thing of “Let’s hang Douglas upside down and see how long he can stay upside down”, which turned out to be about three minutes, but I don’t think that should be more than a minute. To be honest it was fine. I had a harness underneath. It made the whole game for me, really, because it was really uncomfortable. My eyes were bulging out of my head. It was fun. It was good. Although the place was absolutely disgusting. It was strewn with real maggots, so I was covered in real maggots and hung upside down. But Aidan is such a pleasure and dream to work with that I really enjoyed the experience of being suspended upside down, amazingly.

So, the pain in your eyes was real?

BOOTH: It was. By the time you are down, your head appears to have tripled in size.

Did you have any idea how bad it was really going to be?

BOOTH: Sort of. When I first read the episode, I was hung upside down for the entire episode. And then the stunt coordinator said, “We might have to start him on the floor, tie him up, and then drop him a little bit.” Otherwise they would have had to shoot for a huge period of time or they would have killed me.

What was it like working on that character dynamic?

BOOTH: To be honest, once I was hanged, that’s what helped me the most. It was one of the easiest things to play on the show, I have to say. Aidan has always been a gentleman. I enjoyed the dynamics. I loved it when I tried to reach it, I just swayed. It was quite fun to play. I had never acted as a pendulum before, but I liked it.

A lot of actors talk about how they would like to do a western and not only did you do one, but you did a series and spent eight hours making one. What makes westerns so appealing to actors? Is this just the ultimate sense of childhood play?

BOOTH: Maybe it’s child’s play. Maybe it’s having been a fan of movies in the past. For my part, when I was a child, I loved horse riding. I rode a horse, and if my imagination could get carried away, that’s where I would go. Having a trusted steed on the road is just cool. There’s something about them that’s cool and fun, just to be outdoors. And we were very lucky, we were able to shoot in Italy, Spain and Morocco, so the trip wasn’t too bad either.

What was your experience working in these places?

BOOTH: We shot in Fort Bravo/Texas Hollywood and mini Hollywood, where we created our own sets and reused some sets. We mainly shot interiors there. And then, we wanted to go to Morocco because it gave this immensity and this dry landscape that was part of our story. We wanted it to have a post-apocalyptic feel.

Because not much is known about this guy initially, what was your first impression of this character when you first read him on the page?

BOOTH: In the fourth episode, you will learn more about the origin of Red Bill and McCoy. And then, in the fifth, sixth, seventh and eighth episodes, you will know more about their destination. For my part, it took me a while to understand what he was doing. It all came down very simply to it being about this boy who lost his mother and in the process he lost himself. He’s stuck in this purgatory where he doesn’t know what to do with himself. He thinks he wants revenge because he thinks it will bring him some kind of peace, but it won’t. He begins to wonder why this happened to him and why this happened to his mother. It is really about a boy who is completely lost. He wandered off and lost his soul, and how he will begin to find it.

It says a lot about a person’s place in life when their only companions are heads in a bag.

BOOTH: And his horse. It does. When you learn where he is from, his background, what happened after his mother died, and who raised him, you will have a little more insight. The writers wanted it that way. At first, I wanted to put more emotion, and they were like, “No, you can’t give anything.” It must really feel stripped of all that color and life. As the series progresses, you see him fall, and you see some life coming back to him.

It’s such an interesting story because as a viewer, you find yourself, at least initially, trying to figure out who the good guys are and who the bad guys are, and if there really are any good guys. Is he the type of character who sees himself as the hero of his own story, or is he being honest enough with himself about who he really is?

BOOTH: He can’t look at himself for a moment. He’s so lost, and he’s stuck in such a rut. He actually goes from town to town, trying to find these wanted people. Anyone who walks around talking to a bunch of heads in a bag has lost touch with reality. My question has always been, if and when he finds the person who killed his mother, and if he manages to get revenge and kill that person, so what? Does he kill himself? What’s interesting is that everyone on this show is missing something in their lives. They are all looking for contentment. That’s what makes it a spaghetti western. They are not American heroes. It is a group of people who are discontented and who seek contentment.

It also makes the character dynamics really interesting because if you don’t know if someone is good or bad, then how do you interact with someone? What was it like exploring that dynamic with Dominic Cooper?

BOOTH: So much fun. I have known him for many years. His mother was my kindergarten teacher, so he is a very good friend of mine. We had a lot of fun with it. We played with it a lot and it’s something we struggled with while we were filming. This ambiguity is interesting. As the series progresses, these are two people whose destinies you find have aligned. Once they meet, they are on an accelerated trajectory between themselves, their past and their future. That’s the fun thing about what will be revealed in this series.

There’s a brutality to the Wild West that’s very apparent in this show as well. What is this hard reality to explore? How does that motivate the characters? How does this affect the characters? What kind of environment does that create on set?

BOOTH: It’s a show where there are no heroes and where the predators can become the prey. When you meet Red Bill at the start of the first episode, he’s really in one position, and at the very end of the first episode, he’s really in another position. What’s funny about the show is that it can change at any time. You can’t quite predict what will happen. It creates a fun dynamic where anything is possible, and it gives you freedom to play, as an actor.

What was your reaction to reading the final script of the season? When did you read this and how did you feel about learning what the end point would be?

BOOTH: My reaction was, “Wow, that’s fun.” He builds and builds and builds. The ending is surprising. It was surprising to me. I feel like this brings some clarity to Red Bill and will potentially send him in a more direct direction.
